The official added that one of the dangers of this move is that the Russian and Syrian forces are often intertwined with each other, which raises the possibility of a direct confrontation with Russia, Obama is keen to avoid.
US officials have said they believe that it is unlikely that Obama ordered US air strikes on targets of the Syrian regime, and stressed that he had not made a decision on the planned his council for national security meeting.
Officials said that one of the alternatives is to allow the allies to provide armed opponents selected by the United States after scrutiny more sophisticated weapons without involving anti-aircraft shoulder-fired Washington fears they could be used against Western aircraft.
The scheduled meeting Friday was the latest in a long series of internal debates about what should be done to end the civil war for five and a half years, which claimed the lives of at least 300 thousand people and displaced half the country's population.
